Beyoğlu, kültür ve tarih açısından İstanbul'un en eski semtlerinden biridir. Bugün bölgenin geçmişten gelen bu potansiyeli, sıkıştırılmış hacimler arasında kendisine yer bulmakta güçlük çekiyor. Bu nedenle Beyoğlu vergi dairesi yanında bulunan ve şu anda otopark olarak kullanılan alanın kültürel faaliyetlerinin arttırılması amacıyla bir kültür binası tasarlanmıstır. ​    ''Beyoglu is one of the oldest districts of Istanbul in terms of culture and history. Today, this past potential of the region has difficulties to find a place among the compressed volumes. For this reason, a cultural building was designed in order to increase the cultural activities of the area, which is located next to the Beyoglu tax office and is currently used as a parking lot.''
